Expressions of Interest

The Ministry of Finance and Economic Management (MFEM) in partnership with Climate Change Cook Islands in the Office of the Prime Minister has received grant funding from the Green Climate Fund to support implementation of the Readiness 4 Programme.

MFEM and Climate Change Cook islands intends to use part of proceeds of the grant to contract individual consultants to develop Concept Notes and Project Proposals for submission to the Green Climate Fund (GCF)

The Development Coordination Division is inviting local and international individuals to submit an expressions of interest for the following Consultancies;

1. Simplified Approval Process (SAP) Concept Note Consultant
2. Enhanced Direct Access (EDA) Consultant

Expected Competencies

  • Familiarity with Cook Islands Government national systems or Small Island Government systems
  • Comprehensive understanding of Concept Note Development and in particular the technicalities of Climate Change Rationale, Logical Framework and Theory of Change
  • Proven expertise and in-depth knowledge of the GCF framework, the Funds Investment Criteria and Results Management Framework
  • Period of assignment: 6 – 12 months
